[Shopee Live Policy] What are the Shopee Live violations and penalties?

Overview of Shopee Live Policies:

Livestreams on Shopee Live are designed to provide a more engaging experience for shoppers, allowing them to interact directly with streamers. As a result, penalties may be imposed on streamers who fail to meet the platform's minimum content standards, thereby affecting the shopping experience for users.

Shopee Live Policy:

Any livestream session containing the following types of content or behaviour will be considered a violation of Shopee Live Policy Guidelines and will be subject to penalties based on severity and frequency.

Violations are grouped into categories based on severity (A, A-, B, C, C-), with escalating penalties applied as violations accumulate:

*Monthly checks are conducted, and actions are based on the total number of violation tags within each review cycle.

Livestream sessions may also be terminated immediately. Penalties include:

  • Warnings

  • Deboosted livestreams (reduced visibility on the Shopee Live page, which can lead to decreased traffic and fewer views)

  • Temporary bans from Shopee Live

  • Permanent bans from Shopee Live

⚠️ Note

  • Even mild violations can lead to your future livestreams being deboosted. To avoid this, please review the list of violations and ensure your content complies with Shopee Live guidelines.

  • Repeated violations may result in an extended livestream ban duration or even a permanent livestream ban.

  • Sellers with severe listing violations may have their accounts permanently frozen.

  • Nudity and Sexual Activity 

    • Clear exposure of minors' sensitive areas

    • Sexual intercourse involving a minor

    • Sexual commercialisation of a minor

  • Significant Exposure

    • Unintentional showing of parts of the minor's public area/butt/female breast

    • Implied minor's nudity (e.g. using an object to cover nude pubic area / female breast/butt)

 

02 Adult Nudity and Sexual Activity

  • Nudity and Sexual Activity

    • Explicit material that depicts sexual acts

    • Pictures or videos containing nudity

    • Audio and texts hinting at, promoting, inciting, or containing eroticism

    • Vulgar information such as naked bodies or partial nudity with the intention to expose the body, such as underwear and lingerie

  • Sexual Services

    • Promoting or providing sexual services, including the sale and monetisation of porn websites/livestream sessions

  • Sexual Exploitation and Abuse

    • Non-consensual sexual acts: Any sexual contact that happens without the consent of everyone involved in the activity

    • Image-based sexual abuse: Creation, manufacture, or distribution of nude, partially nude, or sexually explicit content without the consent of the person in the content, to sexualise their body, or portray them in a sexual manner

 

03 Social, Political and Religious Safety

  • National and Social Security

    • Extremist ideologies

    • Terrorist and criminal organisations

    • Violent or hateful individuals/organisations

 

04 Illegal Commercial Activities & Regulated Goods

  • Gambling, Guns, Drugs

Livestream hosts are not allowed to promote any products or services that are illegal, unlicensed, or prohibited on our platform. Please refer to the product/listing guidelines for more information. Examples include but are not limited to:

  • Gambling content

  • Real Gun or Replica Gun

  • Consumption of Drugs and Cannabis

 
  • Raw Jade Stones
    The sale of raw jade stones are strictly prohibited. Raw jade stones refer to stone pieces with a rough, opaque outer layer, yet to be polished or carved to become an end product.

 
  • Lottery-Like Sales Model
    Lottery-like sales models entice buyers to pay a small amount to win big with regard to the specific product they are receiving. If your sales model meets one or more of the following descriptions, it is not allowed on Shopee:

  • Buyers do not know what they will get after making payment

  • Products to be received by buyers are possibly mismatched with the price paid

  • You’re encouraging the buyer to make a purchase based on the potential value of the product

  • There is a possibility that the buyer may not receive anything at all

  • Illegal Ads

Examples of illegal ads include but are not limited to: 

  • Ads for Controlled, Illegal, or Prescription Drugs

  • Ads for financial products

  • Ads for endangered species (wildlife and plants)

  • Ads for Weapons

  • Ads for health-related products

 

05 Hurtful Activities

  • Suicide and Self-injury

    • The act of committing suicide and/or self-injury

    • Assisting others to commit suicide and/or self-injury

    • Using verbal language, body language, and text captions to promote, encourage, coordinate, share plans or provide instructions for suicide and/or self-injury

    • Showing or promoting suicide and/or self-harm hoaxes, with the intention to trick or deceive others into believing something that is not true

 
  • Human Exploitation

Any content related to human exploitation (e.g. human trafficking/smuggling), which is defined as: 

  • Human Trafficking: the unlawful act of recruiting, transporting, transferring, harbouring or receiving people through coercion, force, fraud or deception, with the aim of exploiting them for benefit or profit

  • Human Smuggling: the provision of a service, typically transportation or fraudulent documents, to an individual who voluntarily seeks to gain illegal entry into a foreign country

 
  • Violence and Criminal Activities

    • Threatening/targeting an individual and demonstrating violent physical gestures or abuse. Abuse is defined as any action that intentionally threatens, harms or injures a person in order to show dominance or intimidate others. This includes physical and verbal abuse (e.g. hurtful teasing ,and threats) that constitutes criminal offences. 

 

06 Integrity and Authenticity

  • Frauds and Scams

    • Financial and individual-targeted scams, identity theft or phishing scams, and scams related to investments, financial transactions, or jobs

    • Organisational fraud, such as money laundering

    • Recruitment for companies that sell products or services in a pyramid structure through independent distributors (multi-level marketing or MLM)

    • Facilitating the trade of fake currency, documents, and stolen information

    • Impersonation fraud

 

07 Privacy and Security

  • Platform Security
    Activities that interfere with the safety and reliability of the Shopee platform and its services are prohibited, including:

    • Providing access to users' account credentials to others or enabling others to conduct activities that violate our Terms of Use.

    • Accessing our platform in an unauthorised way, or creating fake versions of our platform

    • Sharing malicious files, content, and messages that contain viruses, Trojan horses, worms, logic bombs, or other harmful materials endangering cybersecurity

    • Attempting to obtain personal information (e.g. login credentials) or accessing content, accounts, systems, or data through the use of any deceptive technique (e.g. phishing, smishing, automated scripts, web crawling)

Modifying, adapting, translating, reverse engineering, disassembling, decompiling, or creating any derivative products based on Shopee, including any files, tables or documentation, and attempting to regenerate any source code, algorithms, methods, or techniques embodied in Shopee

    • Streaming while Driving (which includes riding a bicycle or motorcycle)

Hosting a livestream while driving is not allowed and is considered an offence under Section 65B of the Road Traffic Act 1961

  • Dangerous Games and Dares

  • Other types of dangerous acts

 

03 Gory Images

  • Graphic Content

Livestream hosts found attempting to stream/promote/ask for graphic content will be given a warning. Graphic content includes but is not limited to:

  • Extreme physical fighting

  • Distressing material that may cause anxiety or fear (e.g. showing dead animals, gory makeup, jumpscare effects, etc)

  • Showing sexual activities between animals

01 Minor Safety 

  • Inappropriate Behaviour

    • Sexually suggestive behaviour of a minor

    • Marriage involving a minor

    • Pregnant minor

    • Bullying or violence against a minor

    • Other inappropriate behaviour (underage driving, dangerous challenges, etc.)

  • Moderate Exposure

    • Unintentional showing of parts of a minor's pubic area / female breast/butt

    • Exposure of the minor's visible covered pubic area/nipple

    • Exposed skin near a minor's pubic area

 
  • Minor Stream

    • Any individual below 18 years old is not allowed to host a livestream on Shopee, unless parental supervision is present during the livestream

 

02 Integrity and Authenticity

  • Deceptive Behaviours

  • Using multiple accounts to stream the same content at the same time (Duplicate Streams)

  • Providing a URL or QR code not intended for marketing content

 
  • Intellectual Property (IP) Infringement

    • Livestream sessions that violate a seller/brand owner’s intellectual property rights (copyright and trademark) will be removed. These include but are not limited to:

    • Pre-recorded news, films, TV series, sports events, concerts, and variety shows

    • Playing streaming content without appropriate licensing (>3 mins)

    • Reposting content from other platforms without any edits

    • Using unlicensed music

    • Sale of products that violate IP rights of brands/sellers. Learn more about Intellectual Property (IP) rights

 
  • IP Complaint

    • Content with no permission from the author or rights holder 

    • Contents flagged by the legal team

 
  • Fake Engagement

    • Engaging in sales or usage of false engagement tools is not allowed. Examples include but are not limited to:

    • Attempt to sell platform engagement tools (e.g. comments, likes, followers)

    • Sale of Shopee accounts

    • Forced engagement before promised content (e.g. only when you follow X amount)

  • Misleading Behaviours

    • Livestream sessions which spread misinformation regardless of the intention will be removed. Examples include but are not limited to:

    • Misinformation that may cause physical harm or violence

    • Misinformation that risks public safety

    • Harmful Health Misinformation

    • Misinformation regarding political campaigns

    • Harmful manipulated media

    • Fake news

 

03 Vulgarity

  • Soft Porn

    • Exposure of a female's partial breast or sensitive parts

    • Verbal Description of Sex Acts

    • Display of Fetish Contents

    • Sex-related Audio (e.g. moaning)

    • Sexually suggestive activities (e.g twerking)

    • Focus on sensitive parts of animated characters

 

04 Social, Political and Religious Safety

  • Political and Social Sensitivity

    • General Elections, Presidential Elections

    • Physical Attack on a Politician

    • Outing (Exposing the identity or location of an individual that may lead to harm)

    • Swatting (Creating a fake emergency)

 

05 Illegal Commercial Activities & Regulated Goods

  • Restricted Goods

    • Controlled, Illegal, or Prescription Drugs

    • Malicious software

    • Endangered species (wildlife and plants)

    • Weapons

    • Illegal Materials / Chemicals / Dangerous Goods

    • Counterfeit items

    • Other violating items

 

06 Hurtful Activities

  • Eating Disorder

    • Promoting, encouraging, or providing instructions for disordered eating or any dangerous weight loss behaviours (e.g. anorexia, bulimia)

 
  • Harassment and Bullying

    • Content that may cause alarm/distress or be defamatory towards individuals or groups, including:

    • Threatening to reveal personal data or personally identifiable information (PII)

      • PII is defined as data that could potentially identify a specific individual, including but not limited to: residential address, private email address, private phone number, bank statement, identity documents (e.g. NRIC, passport number), credit card, and, ATM PIN

    • Blackmailing an individual

    • Hacking into an individual’s personal account and/or obtaining their private information without consent

 
  • Hateful Behaviours

Promoting violence, exclusion, segregation, discrimination, and other harms based on a protected attribute. Examples of protected attributes include 

  • Race

  • Religion

  • Nationality

  • Gender

  • Marital status

  • Age

  • Socioeconomic status

  • Sexual orientation/Sexual identity

 

07 Gory Content

  • Human Torture and Accidents

    • Content that shows any form of human torture and/or accidents is not allowed and will be removed from the platform

 
  • Animal Abuse

    • Content that shows any form of animal abuse, animal cruelty, animal trade, or animal exploitation is not allowed and will be removed from the platform

 

08 Voucher Abuse

Livestreams that misuse Shopee Live for unfair gain without genuine promotion or viewer engagement are considered voucher abuse. This includes, but is not limited to: 

  • Host collecting product nominations from viewers

 

09 Privacy and Security

  • Leakage of Personal Information

Any content that intentionally or unintentionally displays personal information is not allowed. Personal information includes but is not limited to: 

  • Home address

  • Phone number

  • Identity documents (e.g. passports, government-issued identifications)

  • Financial and payment information (e.g. bank account number, credit card number, ATM PIN)

  • Login information (e.g. username, password)

01 Promote Competitors

Livestreams must not feature or promote competitor platforms in any form, including but not limited to:

  • Reposting or rebroadcasting livestreams from competitor platforms

  • Actively promoting competitor platforms through visuals or verbal mentions

  • Displaying competitors’ logos, stickers, or platform names during the livestream

Exception: Verified Streamers with the Golden Tick may share their Telegram handle solely for community building. This is permitted under strict review and approval. Shopee reserves the right to remove this benefit at any time if it is found to be misused or associated with malicious content.

 

02 Third-Party Transaction

  • Directing Transactions Outside Shopee

  • Providing links/details/QR codes that encourage viewers to engage in external transactions or redirect them to third-party platforms is not allowed

 

03 Vulgarity

  • Inappropriate Behaviour

Any inappropriate behaviour will not be allowed in livestreams. Examples include but are not limited to:

  • Smoking or drinking

  • Cursing for a prolonged period

  • Male upper body exposure (inappropriately)

 

04 Integrity and Authenticity

  • Traffic Cheat

    • Streaming pre-recorded or replay content is not allowed

[ Severity: Tier C- ] 

01 Low-Quality Content

  • Poor Picture

    • Streaming quality is poor, such as those that are blurry, pixelated, or have video lag

    • Streamers are recommended to check their network to ensure a stable connection 

 
  • Poor Sound

    • Abnormal sounds, such as sharp/harsh background noise which can be unbearable, or inappropriate sounds

    • Audio is continuously unstable, e.g. playing and stopping intermittently due to technical issues

    • No sound at all

 

02 Unprofessional and Meaningless Stream

  • No Visible Host

To maintain a high standard of livestreams, the following behaviours are prohibited:

  • Leaving livestream sessions unattended without pausing the session

  • Hosting a session without a visible and interactive host

 
  • No Product

    • Streamers must ensure that products are presented clearly and professionally. Violations include:

      • Not displaying products prominently or inadequately demonstrating products (e.g., insufficient time on camera, unclear visuals)

 
  • No Talking

    • To encourage interaction, streams with the absence of real human speech/sound will be tagged.

💡 Tip 

  • You can pause the livestream for up to 5 minutes if you need to leave the livestream unsupervised or without a host.

 

Shopee Live violation details and appeal function

Livestream hosts who have committed a livestream violation can view their proof of violation when they receive the violation. This will provide violators with greater clarity and understanding about the violation to prevent future re-violations. All violation records are available under Violation Stream. You will also be able to see specific proof of violation tagged to each violation.

Proof of violation is only displayed if it contains non-severe or non-expired violations

 

Livestream hosts can submit an appeal via the Shopee App if they believe their content has been wrongly penalised. All appeals must be submitted within the given timeframe to be assessed.

 

 

Livestream hosts can submit an appeal for each specific violation once (e.g 5 different committed violations mean the livestream host can submit 5 violation appeals). You will have to fill in an appeal form which consists of a compulsory description section. Depending on the type of violation, you may also have to submit supporting documents. 

 

 

You may track the status of the appeal beside the violation record. Livestream hosts will also be notified of the results via an inbox notification.
