Regulation on Sale of Non-Ionising Irradiating Apparatus on Shopee

Advisory statement by NEA


In Singapore, high power lasers of Class 3b and Class 4 (including laser pointers with power output > 5 milliwatts (mW)) and High-Intensity Focused Ultrasound (HIFU) are controlled irradiating apparatus under the Radiation Protection Act 2007 and its Regulations.


Under these regulations, a licence from the National Environment Agency (NEA)is required to possess, use, deal with, manufacture, import and export these controlled irradiating apparatus. It is an offence to import, export, possess, use, manufacture, sell, deal with or deal in controlled irradiating apparatus without a license from NEA in Singapore. Any person who imports, exports, keeps, possesses, uses, manufactures, sells, deals with or deals in any controlled irradiating apparatus without a license can be charged in court and is liable on conviction to a fine up to $100,000 or to imprisonment for a term up to 5 years, or to both.


Additionally, for high power laser pointers (with power output > 5mW), injuries resulting from staring into the laser beam of a high power laser could include permanent damage to the eye and subsequent partial or total loss of vision. Therefore, NEA generally would not issue any licence to members of the public for possession or use of high power laser pointers. Such high power laser pointers should accordingly not be sold on the Shopee platform.
