Shipping Fee Saver Program Terms of Service
Shipping Fee Saver Program (“Program”) is a program on Shopee where Eligible Sellers (defined below) approved by Shopee (“Participating Seller”) will be able to enjoy certain rights and privileges described in this Shipping Fee Saver Program Terms of Service (“Program Terms of Service”) when Buyers create orders on Shopee. By joining the Program (and/or by continuing to participate in the Program), you shall be deemed to have consented to the terms and conditions described in this Program Terms of Service.
This Program Terms of Service supplements the Terms of Service (“Shopee Terms of Service”), Privacy Policy, Refunds and Return Policy (“RR Policy”) and the other Shopee Policies (“Shopee Policies”), of which this Program Terms of Service forms a part. Any capitalised terms used in this Program Terms of Service that are not defined here will have the meanings given to such terms in the Terms of Service and/or the applicable Shopee Policy. All terms and conditions described in this Program Terms of Service are subject to change at Shopee’s discretion at any time and Participating Seller’s continued participation in the Program shall constitute Participating Seller’s acceptance of the changes.
1. ENROLMENT
1.1. Eligible Sellers (defined below) may at any time submit an application to be enrolled in the Program (along with all required forms and/or documents) through the Seller Centre or Shopee App.
1.2. Upon successful enrolment as notified by Shopee, a Participating Seller shall continue to be enrolled in the Program until such Seller applies to opt out of the Program via the Seller Centre or Shopee App. A Participating Seller may submit an application to opt out of the Program at any time, and any such application shall be processed through the Seller Centre or Shopee App in real time, unless otherwise notified by Shopee.
1.3. For the avoidance of doubt, Shopee shall at all times have the sole and absolute discretion to determine whether to approve any Seller’s participation (including an existing Participating Seller’s continued participation) in the Program, including the right to revoke any approval following an initial approval. Shopee shall have no obligation whatsoever to provide any Seller with any reasons for Shopee’s decision.
2. ELIGIBILITY
2.1. Sellers eligible to participate in the Program (as determined by Shopee) (“Eligible Sellers”) shall be presented with an option to opt in and enrol for the Program under the “Shipping Settings” tab on the Seller Centre, or the “Shipping Fee Saver Program” page on the Shopee App. Categorisation and eligibility of sellers shall be determined and/or amended by Shopee at Shopee’s sole discretion from time to time. Shopee shall have no obligation whatsoever to provide any seller with any reasons for Shopee’s decision.
2.2. The services and benefits under the Program shall only apply to orders (and, for the avoidance of doubt, returns processed under an RR Request (defined below)) shipped using Shopee Supported Logistics shipping options.
3. PROGRAM FEATURES
3.1. Eligible Sellers acknowledge that:
a. Buyers may apply for returns and/or refunds of purchased item(s) (“Item”), including (if available) in-transit return and refunds of Items (i.e. while Item is in-transit but before Buyer receives the Item) (“ITRR”), from time to time in accordance with the Shopee Terms of Service and the RR Policy; and
b. pursuant to the RR Policy, an Eligible Seller may be required to bear certain return shipping fees (“RSF”) and forward shipping fees (“FSF”):
3.2. Seller Shipping Fee Savings
a. Under the Program, Shopee will manage the RR Request and the returns process of Eligible Orders (as defined below). A Participating Seller is not required to bear the RSF and FSF of any approved and confirmed RR Request arising out of any Eligible Order (such amounts referred to as “RSF Savings” and “FSF Savings”, respectively and shall collectively be referred to as the “Shipping Fee Savings”), subject always to this Program Terms of Service and to such restrictions (including restrictions intended to deter fraudulent activities or abuse of savings) as may be notified by Shopee to Participating Sellers in writing, from time to time ). Shopee may implement the Shipping Fee Savings through such method as may be notified to Participating Sellers from time to time.
For the purpose of this Program Terms of Service, “Eligible Order” means any order generated on the Site that:

The maximum Shipping Fee Savings shall be capped at SGD 20 (or such other amount as may be determined by Shopee at its sole and absolute discretion, from time to time) per Eligible Order (the “Savings Cap”). For the avoidance of doubt, should the RSF and/or FSF for an Eligible Order exceed the Savings Cap, the Participating Seller shall be required to bear the RSF and/or FSF in excess of such Savings Cap.
d. A Participating Seller that enjoys Shipping Fee Savings for an Eligible Order shall not be entitled to any Shipping Fee subsidy on the same Eligible Order, and all claims for Shipping Fee subsidy submitted by a Participating Seller shall be rendered invalid. Should any Shipping Fee subsidy be paid by Shopee to a Participating Seller in error (such that the Participating Seller enjoys the Shipping Fee Savings and receives compensation as Shipping Fee subsidy), the Participating Seller acknowledges and agrees that the Shipping Fee subsidy compensation monies received erroneously shall immediately become owing and payable by the Participating Seller to Shopee; Shopee shall be authorised to deduct an amount equivalent to the compensation monies received in error from a Participating Seller’s statement of account, or to otherwise claim such amount from the Participating Seller through other methods as may be determined by Shopee from time to time.
3.3. Administrative Management of Shipping Fee Savings Charges
Under the Program, Shopee will manage the Participating Seller’s statement of account and automatically reflect the Shipping Fee Savings for Eligible Orders (where applicable) in the relevant statement of account. Participating Seller is not required to provide manual submissions to Shopee for Shipping Fee Savings of any RR Request arising for any Eligible Order.
4. PROGRAM FEE
4.1. Shopee charges a service fee to the Participating Seller registered in the Program (“Program Fee”) for each Eligible Order. The Program Fee is borne by the Participating Sellers. The Program Fee rates shall be as determined by Shopee from time to time and as notified by us to you. Shopee has the right but not the obligation to vary the Program Fee between different Participating Sellers (as determined by Shopee from time to time, in its sole discretion), and may also adjust the Program Fee rate at any time based on its sole discretion. The amount of the Program Fee applicable to a Participating Seller in a Program Run shall be notified to such Participating Seller from time to time.
4.2. The Program Fee applies in addition to any other fees under the Shopee Terms of Service and/or Shopee Policies, if applicable.
4.3. The Program Fee is inclusive of goods and services tax and any other applicable taxes. Each Participating Seller shall be responsible for the payment of its own tax liability arising from its participation in the Program as required under the relevant tax laws. Participating Sellers may download receipts for the Program Fee through the Seller Centre.
4.4. The Program Fee shall be charged by Shopee through such method as may be notified by Shopee from time to time, including but not limited to (i) deducting Program Fee from the Buyer’s Purchase Monies following the completion of each Eligible Order and remitting the balance to the Participating Seller in accordance with Section 12.2 of the Terms of Service, or (ii) deducting the aggregate Program Fees in respect of all Eligible Orders completed in a particular calendar month from any monies due to the Participating Seller.
4.5. Participating Seller agrees that the fees to be paid to Shopee shall be free of all withholding taxes and if any such withholding taxes is required, Participating Seller shall pay an additional amount such that after deduction of all amounts required to be withheld, the net amount of the payment will be equal, on an after tax basis, the amount of fees that would be due absent such withholding tax, to Shopee.
4.6. For avoidance of doubt:
- the Program Fee shall be charged on all Eligible Orders, even if the Participating Seller is no longer enrolled in the Program at the time the Eligible Order is completed, and/or a successful RR Request has been raised in respect of such Eligible Order; and
- the Program Fee applies in addition to any other fees under the Terms of Service and/or Shopee Policy, if applicable.
5. DISCONTINUATION BY SHOPEE
5.1. Participating Seller acknowledges and agrees that Shopee may for any reason, in its sole and absolute discretion, suspend or terminate any Participating Seller’s participation in the Program (or any part thereof) with immediate effect, without notice or liability or compensation to such Participating Seller, and without prejudice to Shopee’s rights and/or remedies for any breach by the Participating Seller of these Program Terms of Services and/or any other Shopee Policies. Grounds for such actions may include, but are not limited to:
- Participating Seller being in breach of any of these Program Terms of Service, any Shopee Policy or any other agreement the Participating Seller may have with Shopee;
- Participating Seller has provided any incorrect, false or incomplete information to Shopee; and/or
- Shopee is of the view that the Participating Seller has caused harm (or is likely to cause imminent harm) to Shopee or any of its personnel or has engaged in any potentially fraudulent or suspicious activity and/or transactions.
